Applications are now Available to Become a LAFCO Public Member
The Local Agency Formation Commission (LAFCO) is soliciting applications from individuals interested in serving as an alternate public member; however, NO employee of any county, city or specific district is eligible to serve per Section 56331 of the Government Code. Applications can be obtained from http://www.oclafco.org/notices.htm, or from the City Clerk’s office. Please call 714/536-5227 to request one.
All applications must be completed and returned to the LAFCO Executive Officer by 5 pm on Thursday, April 16, 2009. The best qualified candidates will be invited to interview for the Commission’s consideration at the Regular LAFCO meeting on June 17, 2009. Measure M Taxpayers Oversight Committee (TOC)
OCTA has announced that it is recruiting members for the TOC for its 2009-2012 term. The 11-member committee monitors OCTA’s use of Measure M funds and ensures that all revenue collected from Measure M is spent on voter-approved transportation projects.
The recruitment is to fill one seat in each of the First, Second, Fourth, and Fifth Supervisorial districts; Huntington Beach is in the Second District. Citizens who live within these districts are eligible to apply. Applications will be accepted from April 1 to May 1, 2009. City Tax Receipts
Both Sales tax and Transient Occupancy Tax (TOT) receipts have dropped from the same period from last fiscal year. Sales tax is down 3.7% and TOT is down 19%, both a reflection of a slowing economy. The City hopes to have an increase in the sales tax for the March sales period as consumers may purchase higher end items this month before the 1% State Sales Tax increase goes into effect on April 1, 2009. Several of the City auto car dealerships generally are in the top 25 sales tax producers for the City. The City continues to closely monitor all of its tax receipts in relation to the FY 0809 budget. The City has already implemented a 2% cut in operating expenses and temporarily deferring any non-essential capital projects to cushion against lower tax receipts.
COMMUNITY SERVICES DEPARTMENT
Beach Operations has installed Huss Diesel particulate matter filters on four of the tractors that are used during cleaning operations at night. The filters reduce the amount of diesel particulate matter (soot) that these machines produce by a minimum of 85% and in most cases, 99% of the particulate matter produced is retained within the filter body. The filters were purchased in order to comply with the California Air Resources Board ruling approved on July 26, 2007, regarding use of road diesel equipment. The ruling requires fleets to modernize their equipment and install filtration devices on existing equipment. Installation of these filters before Jan 1, 2010, qualified the city for early compliance credit with the California Air Resources Board and will allow the city to have latitude in funding further installations of these devices in compliance with the ruling.
Youth In Government Day
On April 16, 2009, the Huntington Beach Youth Board will host its 25th Annual Youth In Government Day. Approximately 170 students from all four high schools in Huntington Beach will come to City Hall to learn more about their city government by becoming directly involved on a one-to-one basis with city employees and learning the day-to-day functions of the city’s staff. The day begins with a get-acquainted breakfast where students and staff will first meet. The City Administrator will then present the students with an overview of city hall functions followed by a staff-intern period.
Students, staff, and City Council will then meet for a mock-City Council meeting where two subjects of interest to high school students will be brought before the student mock-City Council. This year’s subjects will be “Mandatory Water Rationing” and the “City’s Budget.”
A luncheon will follow the mock-Council meeting with a guest speaker from Boeing discussing the space program. Three contests run in conjunction with Youth In Government Day. Awards will be given to winners of the Essay, Art, and Youth of the Year contests at the luncheon. This day presents challenging and exciting opportunities for today’s youth to become tomorrow’s leaders and learn more about their city by becoming directly involved.
The HB Community Supports Project Self-Sufficiency
The Sunrise Surf City Rotary Club of Huntington Beach supports Project Self-Sufficiency (PS-S) as their club “Adopt a Social Worker” program. Each month a PS-S staff member attends an early morning breakfast meeting to give a brief report on the PS-S program and to receive a donation check of approximately $250. Donations have been used to purchase gasoline cards for distribution to program participants, and this assistance has proven to be very beneficial during these economically challenging times. Thanks to the Huntington Beach community for their ongoing generous support of Project Self-Sufficiency.

Travel and Trips – The Huntington Beach Council on Aging (HBCOA) has reinstated the Travel and Trips program at the Michael E. Rodgers Seniors Center. On Saturday, April 25, 2009 enjoy a world-famous, Broadway-caliber celebration of music, dance, and comedy of the 30’s 40’s and 50s with a trip to The Palm Springs Follies. The bus will depart Rodgers Seniors Center at 9:00 a.m. and return at 7:00 p.m. The cost for the trip is $69.00. Lunch is not included in the price and a list of available Palm Springs restaurants will be distributed on the bus. Beachcruiser Meet Draws Large Crowds
The 9th annual Huntington Beachcruiser Meet was held last weekend on March 21st & 22nd. An estimated crowd of 10,000 people took a stroll down memory lane to the “Golden Age” of surfing and the surf vehicles of that era. There was an impressive display of “Beach Cruisers” including VW’s, Chevy Nomads, station wagons, convertibles and the famous Woody. Woodys, the official car of Huntington Beach, along with other cruisers, lined the parking lot at Pier Plaza and up through the parking meter area of downtown Main Street. Even though several parking areas were used for the event the Main Promenade and adjacent beach parking lots were able to accommodate the parking demand.
“Art for Lunch”….Carrot Cake for Dessert
City employees are invited to attend an original exhibition in the Huntington Beach Art Center main galleries entitled City Reconsider on Thursday, March 26th from 11:30 – 2:00. This contemporary exhibition is an experiment in using the Huntington Beach Art Center as an incubator for creativity. Utilizing the previous Ebb & Flow exhibition, cultural producers from HB met at HBAC to examine the history of the City of Huntington Beach. The artists reconsidered developmental aspects of the city such as transportation, planning of public and private spaces, and economic resource distribution. The artists will engage, enrage, entertain, uplift and make you think! Bring your brown bag lunch! Dessert and coffee will be served!
Melvin Eddy Performs at Friday Night Blues
The Huntington Beach Art Center (HBAC) is proud to welcome back as part of the HBAC’s Friday Night Blues series, a crowd favorite, the Melvin Eddy Blues Band on March 27 from 7:30 – 10 p.m. Melvin Eddy is known throughout the Southland for his raw, hard driving, powerful style of authentic Old School Blues. Weekly Art-A-Faire and Certified Farmer’s Market
As the weather changes from winter to spring, now is a great time to pay a visit to the Weekly Art-A-Faire and Certified Farmer’s Market taking place every Friday at Pier Plaza just north of the pier. The weekly arts and crafts event showcases 50 vendors selling unique handmade gifts and crafts. From jewelry to surf-related items - there’s something for everyone. This popular Friday event runs from 10 am to 7 pm and occasionally is held on weekends when no other events are scheduled.
The Huntington Beach Certified Farmer’s Market is operated by the OC Farm Bureau and takes place every Friday from 1:00 pm – 5:00 pm at the same location. The Market offers a wide selection of locally grown fruits, nuts, vegetables, and fresh flowers. Farmers selling at the market are inspected by the County Agricultural Commissioner to certify they actually grow the products they sell. Public Comment Period Open for Environmental Review of Goodell Property Annexation
Draft Mitigated Negative Declaration No. 08-017 analyzes the potential environmental impacts associated with the pre-zoning and annexation of approximately 6.2 acres of property located at the terminus of Bolsa Chica Street, south of Los Patos Avenue, in an unincorporated area of Orange County on the upper bench of the Bolsa Chica Mesa, adjacent to the City of Huntington Beach (Goodell Property). The Draft Mitigated Negative Declaration will be available for public review and comment for thirty (30) days commencing Thursday, March 26, 2009 and ending Friday, April 24, 2009.
Prior to submittal of an annexation application to the Local Agency Formation Commission (LAFCO), the City must establish zoning for the property and adopt the annexation by resolution. Pre-zoning of the subject site includes a Zoning Map Amendment to establish zoning designations of approximately 3.2 acres of Residential Low Density (RL), 2.0 acres of Open Space – Parks & Recreation (OS-PR) and 1.0 acre of Coastal Conservation (CC) for the 6.2 acre site. The entire site will also have a CZ (Coastal Zone) Overlay designation. No development is proposed for the site.

Lieutenant John Cottriel Graduates from the FBI National Academy
On Friday, March 20, 2009, Lieutenant John Cottriel of the Huntington Beach Police Department graduated from the FBI National Academy. In addition to participation in plenary sessions dealing with selected National Law Enforcement issues, staff consultation, study and research, Lt. Cottriel took the following courses: Labor Law Issues for Law Enforcement Administrators, Evidentiary Photography, Officer Involved Shootings: Communications Strategies, Psychosocial Behavior, Mindset, and Intelligence Trends of Violent Street/Prison Gangs, Informed Leadership to Combat Terrorism, and Fitness in Law Enforcement.

Two hundred fifty-five law enforcement officers graduated today from the FBI National Academy program at Quantico, Virginia. The 236th Session of the National Academy consisted of men and women from 48 states. Included in the class are members of law enforcement agencies from the District of Columbia, 25 international countries, four military organizations, and two federal civilian organizations.
Internationally known for its academic excellence, the National Academy Program held at the FBI Academy offers 10 weeks of advanced investigative, management, and fitness training for selected officers having proven records as professionals within their agencies. On average, these officers have 19 years of law enforcement experience and usually return to their agencies to serve in executive-level positions.
FBI Director Robert Mueller, was the principle speaker at the ceremony.
Training for the program is provided by FBI Academy instructional staff, Special Agents, and other staff members holding advanced degrees, many of whom are recognized internationally in their fields of expertise.
Since 1972, National Academy students have been able to earn undergraduate and graduate credits from the University of Virginia due to the accreditation by the university of the many courses offered.
The graduating officers were represented by the class spokesperson, William Ward, a Sergeant with the Nassau County Police Department in Mineola (Long Island), New York. A total of 42,459 graduates now represent the FBI National Academy since it began in July 1935. Of this number, approximately 24,947 are still active in law enforcement work.
Fix a Leak Week
Because minor water leaks account for more than 1 trillion gallons of water wasted each year in U.S. homes, EPA is launching its first "Fix a Leak Week" to remind Americans of the environmental and economic benefits to fixing leaks from household plumbing fixtures and irrigation systems. In most cases, fixture replacement parts can be installed by do-it-yourself-ers and pay for themselves in a short amount of time. Remember to look for the WaterSense label if you have to replace a bathroom fixture.

Free Residential Water Use Audits
Over the course of the next several weeks, the Public Works Utilities Division will be targeting the top 500 residential water users in the City via postcard to offer a free water use audit. The audit includes a review of historical water use and checks for water leaks, irrigation efficiency and retrofit possibilities for fixtures. While this group is being contacted directly, the Utilities Division wants to remind all residents that they may request an audit at any time. Water conservation saves not only water, but energy and money.
Upcoming Work on Water Transmission Main
The City will begin a pipeline corrosion control and protection project on a segment of City’s 42-inch transmission main on March 30, 2009, in the vicinity of Edwards Hill. The protection system consists of wires and anodes to help protect this 37-year-old pipeline against external corrosion and will significantly extend its design life. As part of the work, Edwards Street will be detoured between Talbert Avenue and Varsity Drive on Monday March 30th, Tuesday March 31st, and again later in April (at a date to be specified). Affected residents in the vicinity of the project have been notified.
