The Office of Business Development (OBD) is dedicated to enhancing the City's economy and business environment by attracting business and investment to the community, expanding the City's tax base, and balancing private sector needs with neighborhood quality of life. Services for Businesses

OBD offers services for new, existing and expanding businesses and entrepreneurs. We are happy to work directly with businesses as an advocate, to assist in navigating the development process, and to implement programs that provide additonal support. Examples include loans and grants for commercial facade improvements; free commercial property listings; free, detailed demographic information and maps; green business incentive programs; film pemits; and connections to partners and other resources.

Housing Programs

We administer housing programs at the affordable level, as well as provide loans and grants for rehabilitation of existing properties. Many businesses find that they benefit by having their employees take advantage of these programs, including ownership or rental opportunities. We also provide information regarding mobile homes and staff the City's Mobile Home Advisory Board.

Community Development Block Grant / HOME Program

The City of Huntington Beach participates in the Federal Community Development Block Grant (CDBG) and Home Investment Partnership (HOME) Programs. Each year the City uses CDBG and HOME funds to assist non-profit public service organizations that provide services and housing to low and moderate income residents.The City also provides funding for selected capital expenditure projects that result in developments or construction that meet the eligibility criteria for federal program funds.
