D. ORAL COMMUNICATIONS

Public Comments – the Public Works Commission welcomes public comments on all items on this agenda or of community interest.  Three minutes per person, time may not be donated to others.  Commission on this date can take no action on any item not on the agenda.  This is the time to address Commission regarding items of interest or agenda items other than public hearings.  Communications on agenda items will be scheduled such that public comments may be received as close to 5:00 p.m. as possible.

E. DIRECTOR’S ITEMS

E-1. Commission Business - The February meeting will include the election of the Chair and Vice Chaire.

F. INFORMATION ITEMS

F-1.  Active Capital Project Report – An update on active capital projects is presented for the Commission’s information.  Project information, including description, location maps and funding sources can be found in the FY 2009/10 Capital Improvement Program notebook, or on the city’s website under Current Budget information--What’s New.  

F-2.   Upcoming City Council Study Sessions - The City Council conducts public Study Sessions on the evenings of City Council meetings, normally beginning at 4:00 p.m., in Room B-8.  A tentative listing of upcoming sessions is submitted for the Commission’s information.   

G. ADMINISTRATIVE ITEMS

G-1. Bushard/Yellowstone In-Roadway Lighted Crosswalk Follow-up Evaluation - Staff is providing a 12-month review of the effectiveness of the flashing crosswalk installation on Bushard Street at Yellowstone Drive as directed in the original City Council Pilot Project authorization.

G-2. Murdy Community Center Cool Roof -  Plans and specifications are in final preparation for replacement of the Murdy Community Center roof with an energy efficient cool roof.  Staff is seeking support for the project and the initiation of the competitive bid process.

Funding Source:  The recommended action does not require the expenditure of any funds.  However, future project consideration will require a review of potential funding sources as part of the capital improvement programming process.

Recommended Action:   Motion to recommend to the City Council, to consider in-road flashing crosswalk installations a potential treatment for uncontrolled pedestrian crossing location following the guidelines recommended in the attached report.

G-3 Proposed Charter Amendment Language  - A subcommittee of the Public Works Commission has agreed upon modifications to City Charter Section 617 Infrastructure Fund.   Minor modifications also are proposed for Section 614 Contracts on Public Works

Funding Source:  No funding required for this action.

Recommended Action:   Motion to recommend the attached memo to the Charter Review Commission titled: Proposed Modifications to City Charter Section 614 Contracts on Public Works and Section 617 Infrastructure Fund.

H.  Orange County Water District Board Division 6 Vacancy – A press release from the Orange County Water District announcing a Board vacancy and call for applications for Division 6 was received.
