D.        ORAL COMMUNICATIONS

Public Comments – the Public Works Commission welcomes public comments on all items on this agenda or of community interest.  Three minutes per person, time may not be donated to others.  Commission on this date can take no action on any item not on the agenda.  This is the time to address Commission regarding items of interest or agenda items other than public hearings.  Communications on agenda items will be scheduled such that public comments may be received as close to 5:00 p.m. as possible.

DIRECTOR’S ITEMS

E-1.   Shopping Cart Containment and Retrieval by Owners – A representative from the Planning Department will provide an overview of HBMC 5.80.

INFORMATION ITEMS

F-1.   Active Capital Project Report – An update on active capital projects is presented for the Commission’s information.  Project information, including description, location maps and funding sources can be found in the FY 2007/08 Capital Improvement Program notebook, or on the city’s website under Current Budget information--What’s New.  .  

F-2.    Upcoming City Council Study Sessions - The City Council conducts public Study Sessions on the evenings of City Council meetings, normally beginning at 4:00 p.m., in Room B-8.  A tentative listing of upcoming sessions is submitted for the Commission’s information.   The Water Management Program/Water Supply Update and Go Local update will be a topic at the July 21, 2008 study session.

F-3.     Talbert Lake Diversion Phase I Project Review - The Talbert Lake Diversion Phase I Project is currently in the environmental planning process with a draft Mitigated Negative Declaration (MND) available for public comment.   The draft MND analyzes the potential environmental impacts associated with the project and is available for review through Friday, July 18, 2008. 

ADMINISTRATIVE ITEMS

 

G-1.   Various Residential Streets for Asphalt Overlay, MSC 454 - Specifications for Asphalt Overlay of Various Residential Streets, MSC 454, are in final preparation.  Staff requests the Commission's recommendation of this project to the City Council.

Funding Source:  Funds in the amount of $2,800,000 are budgeted in Measure M Residential Pavement, Street Improvements Account No. 21390002.82300 ($800,000).  The balance of $2,000,000 will be from the Proposition 42 County Aid program for FY 2007/08 ($700,000) and City Proposition 42, ($1,300,000), which is scheduled to be received in October 2008.    

G-2.   Sewer Service Charge Adjustment for 2008/09 - The Huntington Beach Municipal Code requires an annual adjustment to the Sewer Service Charge.  The Commission’s concurrence is requested in recommending the proposed charge for City Council approval.

Funding Source:  Estimated service charge revenue for 2008/09 is $10.8 million.

G-3.   Memo to City Council Regarding Maintenance of Edinger Parkway Landscaping - The Public Works Commission expressed concern over the ongoing maintenance costs for the Edinger Avenue Parkway proposed landscape improvements.  Upon approval by the Commission, a memo will be sent directly to the City Council.  A draft memo is attached. 

Funding Source:       Funding is not required for this action.  Annual maintenance costs are anticipated to be $28,000.

Recommended Action:  Motion to authorize Chairman Rivera to sign a finalized memo to the City Council regarding maintenance costs for the Edinger Parkway Landscaping Improvements
