F.  ORAL COMMUNICATIONS

Public Comments – the Public Works Commission welcomes public comments on all items on this agenda or of community interest.  Three minutes per person, time may not be donated to others.  Commission on this date can take no action on any item not on the agenda.  This is the time to address Commission regarding items of interest or agenda items other than public hearings.  Communications on agenda items will be scheduled such that public comments may be received as close to 5:00 p.m. as possible.

G. DIRECTOR’S ITEMS

G-1 City of Huntington Beach Strategic Plan – Travis Hopkins will give an overview of the mid-year Strategic Planning Retreat.

H. INFORMATION ITEMS

H-1.Active Capital Project Report – An update on active capital projects is presented for the Commission’s information. Project information, including description, location maps and funding sources can be found in the FY 2008/09 Capital Improvement Program notebook, or on the city’s website under Current Budget information--What’s New.

H-2. Upcoming City Council Study Sessions - The City Council conducts public Study Sessions on the evenings of City Council meetings, normally beginning at 4:00 p.m., in Room B-8. A tentative listing of upcoming sessions is submitted for the Commission’s information.

H-3. Infrastructure Debt Services Schedules

I. ADMINISTRATIVE ITEMS

I-1. Installation of Transit Shelters at the Pacific Coast Highway Transit Center between 1st Street and Huntington Street - Plans and specifications are in final preparation for the Pacific Coast Highway (PCH) Transit Center upgrades. Staff is seeking support for the project’s revised transit shelter design and installation locations.

Funding Source: Funds in the amount of $330,748 are budgeted for the PCH Transit Center project in Account No. 87390005.82700 for construction of the upgrades. Funding is a combination of an OCTA grant ($150,000) and AQMD funds ($180,748).

Recommended Action: Motion to recommend to the City Council the proposed Pacific Coast Highway Transit Center upgrades and re-initiation of the competitive bid process.

1-2 Amend 2009/10 CIP – Add Safe Route to School Grant Project - Staff is seeking a recommendation to the City Council to amend the 2009/10 Capital Improvement Program to add the recently authorized Safe Route to School Grant project for Spring View Middle School.

Funding Source: Funds in the amount of $306,900 have been approved through the Safe Route to School Grant program. An additional $34,100 is required from the City as matching funds. These funds will be available through anticipated revenues in the 2009/10 Gas Tax fund.

Recommended Action: Motion to recommend to the City Council, the amendment of the 2009/10 Capital Improvement Program to add the Spring View Middle School Safe Route to School project with an overall budget of $341,000 and identified funding of $306,900 through the Safe Route to School Grant program and $34,100 in Gas Tax funds.

I-3. Memo to the Charter Review Commission on Suggested Revisions to Charter Section 617 – A draft memo, prepared by Chair McGovern, Vice Chair Siersema and staff, will be distributed at the meeting. The memo expresses suggested revisions to Huntington Beach City Charter Section 617 and was prepared as directed by the Public Works Commission at the August 19, 2009 meeting. The draft memo is presented to the Commission for their review and approval.

Funding Source: No funding is required for this action.

Recommended Action: Approve the draft memo for submittal to the Charter Review Commission.
