D. ORAL COMMUNICATIONS

Public Comments – the Public Works Commission welcomes public comments on all items on this agenda or of community interest.  Three minutes per person, time may not be donated to others.  Commission on this date can take no action on any item not on the agenda.  This is the time to address Commission regarding items of interest or agenda items other than public hearings.  Communications on agenda items will be scheduled such that public comments may be received as close to 5:00 p.m. as possible.

E. DIRECTOR’S ITEMS

E-1.  Code of Ethics - The annual presentation of the Code of Ethics is provided  to the Commission for review and acknowledgement.

E-2.  Proposed June Tour of Public Works Projects- An itinerary for the proposed June tour of Public Works projects will be discussed.

F. INFORMATION ITEMS

F-1.  Debt Service and How Debt Service Impacts the Redevelopment Agency - Representatives from the Finance Department and Economic Development will explain Debt Service and the impact on the Redevelopment Agency.  

F-2.  Active Capital Project Report - An update on active capital projects is presented for the Commission's information.  Project information, including description, location maps and funding sources can be found in the FY 2009/10 Capital Improvement Program notebook, or on the city's website under Government, Current Budget information.  

F-3. Upcoming City Council Study Sessions - The City Council conducts public Study Sessions on the evenings of City Council meetings, normally beginning at 4:00 p.m., in Room B-8. A tentative listing of upcoming sessions is submitted for the Commission's information. 

G. ADMINISTRATIVE ITEMS


G-1. Water Main Replacement project, Various Locations Downtown, CC1361 - Plans and specifications for the Water Main Replacement project, Various Locations Downtown, are in final preparation.  Staff is seeking support for the project and the initiation of the competitive bid process.

Funding Source Funds in the amount of $1,600,000 are budgeted in the Water Master Plan, Water Main Replacements, Account No. 50791006.82100.

Recommended Action Motion to recommend to the City Council, the Water Main Replacement project, Various Locations Downtown, CC1361.

G-2 30-inch Yorktown Transmission Main Corrosion Rehabilitation and Appurtenance Retrofit, CC1285 - Plans and specifications for the 30-inch Yorktown Transmission Main Corrosion Rehabilitation and Appurtenance Retrofit project are in final preparation.  Staff is seeking support for the project and the initiation of the competitive bid process.

Funding Source:  Funds will be appropriated this fiscal year or budgeted in the Capital Improvement Program next fiscal year.  Funds in the amount of $1,800,000 are available in the Water Master Plan Fund, and $2,100,000 in the Water Fund respectively, for a total estimate of $3,900,000.

Recommended Action. Motion to recommend to the City Council, the 30-inch Yorktown Transmission Main Corrosion Rehabilitation and Appurtenance Retrofit, CC1285.

G-3 Pavement Overlay Pavement Overlay of Various Residential Streets, MSC 474 - Plans and specifications are in final preparation for Pavement Overlay of Various Residential Streets, MSC 474.  Staff is seeking support for the project and the initiation of the competitive bid process.

Funding Source. Funds in the amount of $570,000 are budgeted in Traffic Congestion Relief, Residential Pavement Account 21990417.82300.

Recommended Action. Motion to recommend to the City Council MSC 474, Pavement Overlay of Various Residential Streets.
