Public Comments - the Public Works Commission welcomes public comments on all items on this agenda or of community interest.  Three minutes per person, time may not be donated to others.  Commission on this date can take no action on any item not on the agenda.  This is the time to address Commission regarding items of interest or agenda items other than public hearings.  Communications on agenda items will be scheduled such that public comments may be received as close to 5:00 p.m. as possible.

F-1. Active Capital Project Report - An update on active capital projects is presented for the Commission's information. Project information, including description, location maps and funding sources can be found in the FY 2009/10 Capital Improvement Program notebook, or on the city's website under Government, Current, Current Budget information.

G. ADMINISTRATIVE ITEMS

G-1. Hazard Elimination Safety (HES) Traffic Signal Modifications - Plans and specifications are in final preparation for the modification of the traffic signals at the intersections of Brookhurst Street at Yorktown Avenue, Atlanta Avenue at Newland Street, and at Atlanta Avenue and Magnolia Street. Upon approval from the Director of Public Works they will be ready for bid. Staff is seeking support for the project and the initiation of the competitive bid process.

Funding Source: Funds totaling $665,000 are appropriated in the current budget year for the traffic signal modifications at these three locations. Funding is $244,800 from federal Hazard Elimination Safety (HES) grants with matching local Measure M funds (81490007.82700) of $420,200. The engineer's cost estimate for this project is $520,000.

Recommended Action: Motion to support the initiation of the competitive bid process and to recommend to the City Council the proposed modification of the traffic signals at the intersections of Brookhurst Street at Yorktown Avenue, Atlanta Avenue at Newland Street and at Atlanta Avenue and Magnolia Street.

G-2. Downtown Street Light Modifications, Phase III - Plans and specifications are in final preparation for the modification of the street lighting systems along segments of Main Street, Orange Avenue, Olive Avenue, Sixth Street and Seventh Street in the downtown area. Upon approval from the Director of Public Works they will be ready for bid. Staff is seeking support for the project and the initiation of the competitive bid process.

Funding Source: Funds totaling $890,000 are appropriated in the current budget year (Redevelopment Agency account 30590006.82700) for the street lighting modifications in this area. Southern California Edison has also approved a contribution of $6,017.66 under their Energy Management Solutions Incentives program for utilizing LED fixtures instead of the typical high pressure sodium fixtures. This brings the total funds available for this project to $896,017. The engineers estimate for all of the subject segments exceeds the funds available for this project. Recognizing the fact that several construction bids that the City has received in the past year have been significantly lower than those of only a few years back, staff is recommending that the entire project be bid with the option of eliminating the Seventh Street segment if funds are not adequate. The engineer's cost estimate for this project is $885,000, excluding the segment along Seventh Street (of this amount, $349,250 represents the City's direct purchase of poles and luminaires). The engineer's estimate including the Seventh Street segment is $1,165,000 (of this amount, $435,800 represents the City's direct purchase of poles and luminaires).

Recommended Action: Motion to support the initiation of the competitive bid process and to recommend to the City Council the proposed modification of street lights along segments of Main Street, Orange Avenue, Olive Avenue, Sixth Street and Seventh Street in the downtown area.

G-3. Edison Park Reconfiguration Project - Phase 1, CC 1346 - Plans and specifications for the Edison Park Reconfiguration Project - Phase 1, CC 1346, are in final preparation. Staff is seeking support for the project and the initiation of the competitive bid process.

Funding Source: Funds in the amount of $1,245,000 are available from a State grant administered by the Community Services Department. The engineer's estimate for the project is $1,000,000.

Recommended Action: Motion to recommend to the City Council, the Edison Park Reconfiguration Project - Phase 1, CC 1346
