The mission of the Public Works Commission is to review and make recommendations related to Public Works capital improvement projects and programs.
Background
The Public Works Commission was established in February 1996. The Public Works Commission provides an annual review and comments upon Public Works capital improvement projects; long term infrastructure maintenance and repair programs; oil pipeline permits issued by Public Works staff; and traffic control device permits issued by Public Works.
The Public Works Commission recommends to City Council capital improvement projects and change orders exceeding the authorized change order limit for the project. The Commission receives regular reports of the active capital improvement projects.
The Public Works Commission conducts an annual review and performance audit of the Sewer Service Fund. It recommends to the City Council on an annual basis any fees, rates and/or charges proposed to be modified or added to the sewer service user charge.
Acting in the capacity of the Citizens Infrastructure Advisory Board, conducts an annual review and performance audit of the Infrastructure Fund and reports its findings to the City Council prior to the City Council's adoption of the ensuing fiscal year budget.
The Public Works Commission conducts public meetings as necessary to consider the removal of a marked crosswalk or crosswalks on public streets.
The Public Works Commission has the power and is required to consider application of a fee adjustment of the Fair Share Traffic Impact Fee if the development project does not have a discretionary development permit.
Meeting Times and Dates - The Public Works Commission holds regular monthly meetings, on the third Wednesday of each month at 5:00 PM in Council Chambers of City Hall. All meetings are open to the public and special meetings may be called in conformance with the Ralph M. Brown Act.
Members and Appointments
The Public Works Commission consists of seven (7) members who are residents of the City of Huntington Beach. Each City Council member appoints a member of the Commission to a term that coincides with the City Council member 's term. No member may have interest in any contract with the city either during his or her terms or for a period of one year after cessation of Commission service. All members serve without compensation, may hold no other office or employment in city government and no other employment that is incompatible with Commission service.
Vacancies
In the event a member retires or is unable to compete his term, an appointment shall be made to fill the remainder of the unexpired term. To apply to become a member, please fill out the Boards & Commission Application.
