The Planning Commission certified the adequacy of the Environmental Impact Report for The Ripcurl project at their September 23 meeting.  The Commission also approved the Zoning Text Amendment, which would create the Mixed Use – Transit Center District zoning and development standards.  The Planning Commission continued action on the related General Plan Amendment, Zoning Map Amendment, and Conditional Use Permit until a special meeting on September 30.  The applicant, Red Oak Investments LLC, plans to develop the 3.8 acre site with approximately 440 luxury residential apartment units in five residential stories, located above approximately 10,000 square feet of street level retail and commercial uses.  Required parking and open space amenities will be included.  The project, and all the associated entitlements, require City Council approval; the Council is slated to consider these entitlements on November 3.
